Online Registration for In-District Residents: How does it work?

  • A parent/guardian requests an account through Skyward: New Student Online Enrollment located on the Enrollment Dashboard.
  • A verification email is sent to the parent/guardian with login and password information. Please check your spam/junk folder if email is not received.
  • The parent/guardian logs into CISD’s Enrollment Access within Skyward Family Access with the login and password provided in the verification email
  • The parent/guardian completes the student application process, uploads requested documents, and completes required district forms (documents requested include proof of residency (student's birth certificate, social security card, immunizations, last report card or transcript for students enrolling in Grade 1 and above, withdrawal form and enrolling parent's drivers license).
  • The appropriate campusreviews the application and communicates the next step to the parent/guardian

  • Once the application is approved, the student is enrolled into CISD at the appropriate campus

What are the required documents to prove residency?

Classifications of Residency and Required Documentation:

1. For an established resident residing in a home owned within Carroll ISD boundaries:

You may register online for the campus your home is zoned for with the following proof of residency:

  • A copy of your most recent property tax statement indicating home ownership AND
  • A current utility bill (electric or water) indicating the home address and the parent's name
  • A copy of enrolling parent/guardian's driver's license

2. For residents that haverecentlycompletedthe purchase of an existing home in Carroll ISD boundaries:
You may register online for the campus your home is zoned forwith the following proof of residency:

  • A copy of the complete (all pages) final/signed Closing Disclosure, Warranty Deed, or HUD Settlement Statement received from your Title Company, including signature pages AND

  • A copy of any water or electric deposit receipt; or a copy of your most current electric or water bills

  • A copy of enrolling parent/guardian's driver's license

3. For new residents leasing a home in Carroll ISD boundaries:
You may register online for the campus your home is zoned for with the following proof of residency:

  • A copy of a valid, fully executed lease agreement (must be complete agreement with signatures from both tenant and landlord) AND

  • A copy of the current electric and water bills or any electric or water deposit receipt AND

  • A copy of enrolling parent/guardian's driver's license

What if I'm building, purchasing, or leasing a home?

Pending Construction/Lease Agreement:

  • A nonresident student whose family is building, purchasing, or leasing a house within District boundaries may be permitted to attend District schools prior to establishing residency. Documentation confirming that the student will be establishing residency may be authenticated using one of more of the following:

    • A fully executed lease or rental agreement indicating the date of anticipated occupancy of the dwelling.

    • A valid, fully execute, real estate earnest money contract or a contract of sale with specified date on which construction began and the date of closing

    • Any other documentation acceptable to the Superintendent that established bona fide proof of intended residence of the student.

Residency of the student must be established prior to the end of the first semester of enrollment. If extenuating circ*mstances warrant the continuation of the pending construction/lease agreement, a student shall be permitted to attend until the end of the school year.

For new residents with a signed/dated purchase contract for an existing home or a contract to build a new home in Carroll ISD boundaries:

  • Once approved, instructions for online registration will be provided.All requested documents below must be uploaded to the student's Skyward Account for review and finalization by campus Registrar.

Once you have closed on your home please submit the following as soon as possible as the required final proof of residency:

  • A copy of the complete (all pages) final/signed Closing Disclosure, Warranty Deed, or HUD Settlement Statement received from your Title Company, including signature pages

  • A copy of electric or water deposit receipt; or a copy of your most current electric and water bills

What if I reside in Southlake/Westlake but outside of the Carroll ISD boundary? (City of Southlake/Town of Westlake Open Enrollment)

City of Southlake/Westlake Open Enrollment: Open enrollment is available for Southlake/Westlakeresidents only. Transportation is not provided to students who live in the Open Enrollment zone and choose to go to school in Carroll ISD. The parent/guardian will need to complete Online Transfer Application when it becomes available on March 18, 2024.

What if we don't meet one of these conditions? Can my student still attend?

Other Enrollment Classifications

  • For parent and/or student residing with another family in Carroll ISD boundaries (Family in Residence)
  • Grandparent Affadavit

For parent and/or student residing with another family in Carroll ISD boundaries (Family in Residence)

If the parent/guardian and student are residing at the residence then the parent/guardian will need to complete the Transfer Enrollment Application for Family in Residence.

  • This will require the resident to confirm the status of the applicant residing with them and they will need to submit all needed paperwork confirming proof of residence in the Carroll Independent School District.

If only the student is residing at the residence then wealso require:

  • Limited Power of Attorney(Power of Attorney Documentation must be signed by CISD resident and parent & needs to be notarized for both)

Grandparent Affadavit

A nonresident student who is the grandchild of a District resident shall be eligible to attend District Schools on a tuition-free basis. Verification of the grandparent/grandchild relationship between the District resident and thestudent shall be in accordance with administrative regulations. The parent/guardian will need to complete the Online Transfer Application annually for Grandparent Affidavit.
